The Government will not be changing the excise regime to penalise people who

legitimately use paint solvents or other chemicals that are not subject to excise.

In relation to petrol substitution we support full investigation and strong enforcement

to prevent illegal and illegitimate practices.

This does not rule out excise changes which may be necessary to combat illegal activity

as long as they do not affect legitimate business use.
